Idaho's Capital and Largest City
Boise (Ada County) is the capital and largest city, ~250,000 in the city and ~800,000 in the Treasure Valley metro. Boise is the most politically moderate jurisdiction in Idaho, with a Democratic mayor and a sizable refugee population (Bosnian, Iraqi, Afghan, Congolese, Burmese). Boise voters opposed HJR 4 by wide margins and favor medical legalization 70%+ in polling.
Possession Enforcement in Ada County
Possession enforcement in Ada County is generally diversion-oriented for first offenders. Most county prosecutors offer first-offense small-quantity defendants a withheld judgment with diversion conditions: drug evaluation, treatment, probation, fees. Successful completion can result in dismissal and expungement.

Meridian and Eagle (Ada County)
Suburban Boise. Meridian (~135,000) is one of the fastest-growing cities in the country and has a substantial LDS population (~25%) that anchors a more conservative politics than central Boise. Eagle (Sen. Grow's home) is similar.
Nampa and Caldwell (Canyon County)
The agricultural heart of the Treasure Valley. Nampa (~115,000) and Caldwell (~65,000) are heavily Latino, working-class, and politically Republican but with active labor and farmworker organizing. Cannabis enforcement in Canyon County is more aggressive than in Ada; Canyon prosecutors have a reputation for full charging on possession over 1 oz.
The Hotbox Highway Terminus
Boise is the Idaho-side terminus of Hotbox Highway — the I-84 / US-20-26 corridor that runs 56 miles west to Ontario, Oregon and its dispensary cluster. See Hotbox Highway page. The cross-border drive economy is a defining feature of Boise cannabis culture.
Boise State University
Boise State University is Idaho's largest university by enrollment (~26,000), urban Boise campus. Like UI, BSU enforces a no-cannabis policy under federal Drug-Free Schools and Communities Act compliance. BSU's location in Boise — politically the most liberal major Idaho jurisdiction — produces relatively relaxed campus enforcement, but the Ada County diversion path is available for first offenses.
Boise Refugee Communities
Boise hosts one of the larger refugee resettlement programs in the western U.S. Bosnian, Iraqi, Afghan, Congolese, and Burmese communities are well-established. ACLU national studies and Idaho ACLU casework indicate refugee resettlement populations face disproportionate cannabis interdiction stops.

The Political Center
Boise is the political center of Idaho cannabis reform: state legislature, governor's office, AG's office, ACLU of Idaho, Idaho NORML, Kind Idaho, ISP headquarters in Meridian. The city's polling is reform-friendly; the state legislature meeting in the city is not. The HJR 4 result demonstrated that even in metro-Boise the political class is meaningfully out of step with voters.
